Shelter and Housing
Covenant House Greater Washington operates six residential programs dedicated to providing safe, stable, and supportive housing for youth (ages 18-24) experiencing homelessness. Five of these programs are located in Washington, DC, and one is in Prince George’s County, Maryland. Each program is designed to meet young people where they are—offering a sanctuary where they can heal, build stability, and take steps toward independence. From emergency shelter to transitional living, CHGW’s residential programs offer a continuum of care grounded in trauma-informed practices, with wraparound services tailored to help youth thrive.

Sanctuary: Emergency Youth Shelter
Sanctuary is CHGW’s low-barrier emergency youth shelter and the only one of its kind in Washington, DC. With 20 beds available each night, Sanctuary offers immediate, overnight refuge for young people ages 18–24 experiencing homelessness. Open daily from 8 PM to 8 AM, this critical program serves as the first step into CHGW’s continuum of care. During their stay, youth have the opportunity to connect with a case manager, begin intake, and explore longer-term residential options within CHGW’s supportive housing programs.

SHINE and Safe Haven: 90-Day Programs

CHGW’s 90-day residential programs offer a safe, structured environment for young people beginning their journey toward stability. Between SHINE and Safe Haven, we provide a total of 54 beds for youth ages 18–24 who are ready to take the next step after emergency shelter. During this 90-day stay, residents receive wraparound support—including case management, life skills training, and access to education and employment resources—designed to help them build a foundation for long-term independence and success.
Rights of Passage: Transitional Housing
Rights of Passage is CHGW’s transitional housing program, designed for youth ages 18–24 who are ready to live more independently while continuing to receive support. Spanning 18 to 24 months, this program offers 52 beds across Washington, DC and Prince George’s County. As the final step before moving into permanent housing, Rights of Passage provides young people with a stable living environment along with ongoing case management, career readiness support, and life skills development. Youth in the program work toward self-sufficiency while building the confidence and tools needed for a successful transition into permanent housing.
